Details on the EU Blue Card issuance and application procedures

On March 28, 2024, the joint circular Interior-Labor provided the necessary clarifications for the implementation of procedures introduced by the Legislative Decree of October 18, 2023, No. 152. This decree implemented Directive (EU) 2021/1883, establishing conditions for entry and residence for foreign nationals intending to engage in highly skilled work in an EU member state.

Who Can Be Issued the EU Blue Card?

The EU Blue Card can be issued to highly qualified non-EU workers. It is an entry channel that allows hiring from abroad outside the quotas set by the flow decree. Requirements include:

  • A higher education degree at tertiary level or a post-secondary professional qualification, recognized by the competent authority in the country where it was obtained.
  • The requirements set by the Legislative Decree of November 6, 2007, No. 206 for the practice of regulated professions.
  • A higher professional qualification evidenced by at least five years of relevant professional experience in the profession specified in the Blue Card application.
  • For managers and specialists in the IT sector: a higher professional qualification with at least 3 years of relevant professional experience acquired in the 7 years preceding the application.

What is the Procedure?

The employer must submit the application for the issuance of the nulla osta exclusively online, through the Ministry of Interior's website. It is necessary to register using the digital identity SPID and fill out the specific form for the request (BC form).
